Policy Brief 4: A Review of Ghana’s 2017 Budget Not too long ago, the Ghanaian economy was one of Africa’s strongest. However the economy has witnessed a sharp decline in growth in the last three years. In this Policy Brief, the IFS brings to the attention of the new Government some critical economic challenges along with proposals to address them. IFS’ proposals are informed by the Institute’s conviction that Ghana needs new, bold and systematic policies capable of bringing about fundamental changes to the economy to enable it to deliver tangible socio-economic benefits to Ghanaians. A Review of Ghana’s 2017 Budget

The IFS has published a review of the 2017 Budget Statement in its Policy Brief No 4.   In the brief, the IFS highlighted the need for the government to seek more conducive fiscal and macroeconomic environment in 2017 before the government rolls out its ambitious growth policies in later years. IFS Pre-Budget Forum 2017

1.0 Introduction The Institute for Fiscal Studies, IFS, held its annual Pre-Budget Forum for 2017 at the Kempinski Hotel in Accra on Monday, 13th February 2017 under the theme: “Towards a Healthy National Budget”. The forum was attended by about 100 participants from diverse stakeholder organizations. These included: Members of the Finance Committee of Parliament; representatives of Ministries, Departments and Agencies; World Bank, IMF, USAID and other development partner organizations; Bank of Ghana; High Commissions and Embassies; Civil Society Organizations; the business community; and other stakeholder groups.
