AN ANALYSIS OF THE GOVERNMENT OF GHANA’S 2026 MID-YEAR BUDGET REVIEW – POLICY BRIEF 26

The mid-year budget review that was presented to Parliament on July 23, 2026, provided an opportunity for the government to report on the implementation of the 2026 budget, reassess the macroeconomic and fiscal outlooks for the year, and outline policy measures to support the realization of the government’s economic and fiscal objectives for 2026. This paper critically analyzes the review. Even though we find aspects of the review and the macroeconomic developments that are positive, we identify in this paper a number of important weaknesses about the review, which have undermined the credibility of the budget and the government’s ability to achieve its stated goals and objectives.
